CR 24 Culvert Replacement

Spier Falls Road over the Hudson River Tributary

Azar Design Co designed Saratoga County’s new CR 24 Culvert, replacing the existing deteriorated concrete structure with a new 13’ long three-sided precast concrete span. Located in the Town of Moreau, Spier Falls Road provides access to the Brookfield Hydroelectric Dam.

Upon consultation, our team learned that Brookfield had to remain full accessibility of Spier Falls Road which led to staged construction.

A challenging site nestled between the Hudson River and Moreau Lake State Park, Azar evaluated wetland-upland boundaries based on a three-parameter approach of vegetation, soil, and hydrology assessments within a 100-ft. buffer zone on either side of the proposed culvert replacement. Our team navigated the steep mountainous granite slopes and the river by expediting the process with handheld GPS in lieu of a traditional survey methods.

At the County’s direction, Azar’s engineers delivered preliminary and final plans, specifications, and estimates that reused the standing substructure only to replace the ceiling. Mitigating a significant backlog in the precast queue, we led critical coordination with the manufacturer of the precast slab. Additional construction administration services were provided.

Azar’s environmental scientists performed research to support environmental permitting.

Ultimately the contract was completed early and under budget.
