The Annsville Circle-Camp Smith Flood Mitigation Project, led by NYSDOT, is a major roadway reconstruction addressing frequent flooding along US Route 6/Route 202 between Camp Smith and Annsville Circle and Route 9 north of the Circle. It includes elevating roadways, improving traffic operations and safety, and enhancing pedestrian infrastructure along Route 6.

The redesign replaces an outdated traffic circle with a modern, compact roundabout, consolidating driveway access to nearby businesses to improve safety while maintaining access to the surrounding military training camp, water sports park, and commercial establishments. By elevating the roadways up to seven feet, the new intersection reduces flooding risks, improves traffic flow and safety, and enhances pedestrian connectivity.

To maintain traffic flow and access during construction, Azar’s engineering team developed complex work zone traffic control solutions, including geosynthetic reinforced soil systems (GRSS) walls and sheet piling to support the elevated roadways.

Our site/civil engineers provided essential plans for both temporary and permanent conditions of erosion and sedimentation controls, stormwater conveyance, and all site drainage systems. Thorough analysis of climate trends, tide data, bank stabilization techniques, and water quality improvement and protections was conducted in order to provide a final Stormwater Pollution Prevention Plan and Report. Both the construction phase and final stabilization designs addressed mitigating pollutant run-off and improved long-term flood resilience, in accordance with best practices and all required environmental permitting.

Landscape features include planting plans for multiple project areas, including the stormwater bioretention feature, attractive natural roadway buffers for area business owners, and creation of an aesthetic focal point around the new welcome signage in the center circle median. Native species and turf seed mixes were carefully selected to enhance biodiversity, maximize planting success, minimize long-term maintenance, and stabilize bank slopes to improve water quality in the Hudson River Estuary watershed. The team also had played a critical support role to the development of plans and details for site grading and the overall bioretention system design.
